





Graham has been involved with planning and development in Wales since 1969, working with a number of Local Authorities, ranging from the cities of Cardiff and Swansea to the valleys of Merthyr and Rhymney and his planning experience has, therefore, been gained in both urban and rural areas.
As a Director in CDN Planning Graham has set up and managed multi-disciplinary professional teams and prepared and submitted reports for organisations, businesses and public authorities. He continues to be involved in regular dialogue with Local Authorities, and to assist and advise clients of the nature of development plan and development control procedures. A number of planning appeals have been undertaken in South and North Wales, both for and against Local Authorities, and he is now comfortable in undertaking the roles of both witness and advocate, as required.
Graham acted as a contract Inspector to An Bord Pleanala, the Irish Planning Appeals Bord, from 2001 to 2009. This has involved him preparing reports and recommendations for the consideration of the Board into a very wide range of planning appeals, both first and third party, throughout the Republic. The casework has included major residential, retail and commercial schemes as well as mineral, wind farm and other similar projects.
